Host file

I have a problem with my existing hosts file.  My DNS is at my ISP but in my
hosts file I have listings for the IP addresses on the local LAN and another
IP address for another connection to my Linux rh61 server.  problem is when
I do a nslookup it doesn't see the local hosts file even though it has been
set-up to do so in the host.conf.  Any one have any ideas how to set it so
it'll look at the local host file first?
