I have no experience with time based ACL's BUT the first thing I'd do is turn
on debugging for acls.
Add:
debug_options ALL,1 28,9
yo you squid.conf  file.

then "squid -k reconfigure"

Once you've done that look at cache.log ... invariably the answer with be very
obvious.
