probably can - 
you can compile a linux kernel 
with no vga or text mode display support. ( normally not reccommended )
The keyboard and mouse should not cause any problems

Can settup a serial port to allow 
a vt102 to be used for diagniostics.

Or use the network hardware to access everything.
