Looks like "chat" is expecting to see '~' but isn't.
Are you sure there is a '~' character in the "welcome" message?

If you're logging in with PAP, I suggest you modify your chat script and
delete everything after "CONNECT" - after it has received that, pppd
should be able to take over.
