[plug] slow network connection (eth)

I have added another linux box to my network and have a slow network connection
on that box only.

if i telnet from box A (server) to box b (new) i immediatly get a connection
but it then takes around 2-3 to get the login prompt. once i have logged in the
connection is fine. this goes the same with ftp

but if i go from box b (new) to box a ( server) everything is fine.

i have checked my /etc/resolv.conf /etc/nsswitch & /etc/hosts files and they
are correct.

when i do a tcpdump from box a it is sending out arp packets asking everyone
ont the network for a who has box b this doesn't appear normal

any ideas???
