[plug] quote characters in kde

I am currently typing an assignment and have found an exreemly anoying
change from Mandrake 6.1 to 7.0.  It appears as if kde is using single
and double quotes to escape the next character in the same fashion as a
shell.  Even occurs in StarOffice, kedit, and anything else where a
quote is entered.  Anyone know where in kde (which i presume is the
problem) where this can be disabled?
