That's the usual cause. Microsoft's FTP server installs with a default
setting of "don't allow partial gets", which is what wget (and anything
else that does this) uses to continue fetching. Lazy or ignorant
MSCEs/Administrators don't turn it on, because "it works fine for me"
(over their ethernet). Not so long ago, the Windows FTP server (and
indeed IIS) didn't support this feature at all.
