What does it do?
Does it start spitting out garbage (in which case you didn't specify the
serial port) or does it return to the prompt? In the latter case what
does it say in the logs?

If you modify DialModem so it runs "chat -v -f <chatscript>" rather than
"chat -f <chatscript" it should output what it's doing to syslog so you'll
be able to see why it's failing.
My guess (as I've already told you on the phone) is that you probably need
to change the "$" to something else.
