After all the tut-tuting over the state of the box, I would like to see
the actual contract.

For instance:
1) Did they buy a service with defined limits etc (updates or as
installed, no updates)
2) how long has it been there? - i.e., it was state of the art when
installed, just not kept up to date coz the customer did not pay for
that to occur.
3) What sort of maintenance did they contract for - failure only, admin,
admin + updates etc?
4) Do they even own the hardware etc? - ie, have you seen the paperwork,
or is that just word of mouth by the current flunky who has only been
there long enough to find the light switch?

In short, what did the customer actually buy - as specified by their
contract and was that what was delivered?  With cost cutting and
competitive pressures, I would not mind betting that they took the
cheapest price, got what they paid for, and did not understand/care what
they missed out on.  I have seen a number of instances that what you are
told, and what has really been contracted/paid for, are very different. 
Note that I have not commented on competancy etc. - thats a different
subject, and often subjective depending on your point of view/outrage
that someone works differently to you.
