It depends on how you configure samba. With encrypted passwords on it
authenticates against either a smbpasswd file, or you can get it to auth
against a NT domain controller.
You still need a unix account though, but you can configure samba to
automatically create one when someone with a NT account tries to connect
to a share on the samba box.
File security works on unix permissions but you can also do security on
a share basis via samba's config.
For more info read the docs on samba's web site. Or there are a number of
good samba books.
