Also I'm behind a Win ME box on a network... Can i set up Apache adn Sendmail to be accessable on the internet (i realise I'll have to give my IP to people wanting to browse the site etc.) or is this an impossibility?

There is the apache website. You can also just install apache andthen
explore the sample configuration files to find out what you wnat to know.
About sendmail. I am fairly sure you don't wan't to use sendmail, and that
fetchmail will do everything you want (get email from you internet
provider and put it on your local spool), and set your email client to
use your ISP's mail server
