Why would you need to do that?

Did you download it to floppy? in that case, either copy it to
/var/cache/apt/archives (so apt knows it's there) or use

dpkg -i /floppy/sndconfig_*deb

"locate sources.list" might help.

btw it's in /etc/apt/

I really don't think adding /floppy/ to it is a smart idea though
