[plug] Debian syslogd question

A friend (not on the list) has a dual-booting Debian/Windows 98 box,
with a couple of wierd problems.
The first (fairly common I think) is that it seems to take FOREVER to
start syslogd. I don't have the specifics, but would imagine that
you'd need to see startup scripts to have any idea why?
The second is that he says that when he logs in as any user other
than root, when he tries to use any programs (even simple ones like
/sbin/ls), he gets "access denied" or "unknown command/file"
messages. Personally, I think that's just a question of what folder
he's in at the time, but...
Any ideas, anyone?
