Well, not really a solution, just a workaround :). My only suggestion would
be to change your KDE app-switching key - to something like (for example)
ctrl-tab. It may be asking a bit much for KDE to be clever enough to
distinguish between alt-tab for one active app window and alt-tab for all
others. Thought I'm not completely sure about this.
Depends on how addicted you are to using alt-tab under KDE (and how much
time you're prepared to spend on finding a solution:), I guess. Try using
shift-tab or ctrl-tab or something similar - you may find it not too hard
to readjust yourself and it can fall into the category of "reasonable
workaround".
Or not. Let us know if you do find a real solution though, I'd certainly be
interested.
