# cd /usr/sbin
# ls | grep user

should show at least useradd if not adduser.  If for some reason
/usr/sbin isn't in your $PATH then that could explain it.  Also try
'linuxconf' if you have it and I'm pretty sure redhat have a usermanager
of their own which you could access from something like 'setup', but I
can't remember, sorry.  Maybe someone else who has used redhat more
recently would know?..
