Yes and no.
ADSL runs over your POTS line, but at a totally different frequency, so
in essence you are permanently connected to the 'net, plugged into your
normal (but upgraded) phone line, but you can still make & receive phone
calls and send & receive faxes.

ISDN is expensive, and wouldn't really solve it, bar the fact that the
minimum number of ISDN lines you can get is 2, so you might as well just
order a second line and a second modem.

Even if you make use of the "Onramp Home Highway" you'd still need a
second modem and/or an ISDN "modem"

(except you can get a nice fast connection to your ISP at the cost of
 PSTN, providing your ISP supports it)
