Have you tried it with the Delivered-To: headers?

If you filter only by the "To:" (etc) addresses then you will have
problems with mailing lists or BCCs where the To:/CC: addresses will not
match the intended recipient.  The Delivered-To: headers are added by
iiNet's mailserver, after it has worked out whom to deliver it to, so
should be the most accurate.

I think you can probably use those instead of the Delivered-To: headers
also.

That's why you should use one of the headers generated by an MTA rather
than one of the headers generated by the sender, because even if you add
all the rules for To: and CC: you will not catch emails sent to you where
you appear in neither - as is the case with mailing lists.
