[plug] Dial In server

Hi all I have been trying to get a dial in server working on a RedHat 6.1 
I am very close I can dial in 'Windows Comp with a terminal'  and get to a shell then I can enter user name and password useing PAP.
Everything works fine then when I execute pppd I get the following message

Jan 27 09:41:50 squirrel-gw pppd[905]: Peer is not authorized to use remote address 192.168.1.10

I have followed the instructions from this url http://www.swcp.com/~jgentry/pers.html
 Im sure its somthing simple.

Also onother question in this case is the Peer The server or the client .
I would have thought it was the client if that is the case the problem is on the windows machine
