You need to edit /etc/ppp/options and comment out any occurrences of
"auth" and maybe insert a "noauth" (depending on the version of pppd)

In this case it is the linux machine talking about it's "peer" so it's
saying the windows machine has not been authorised, but the thing is
you've already logged in via the usual unix login procedure, so there is
no need to authenticate via pppd again.
