You would be better off installing the (rpm? deb?) containing that perl
library, rather than trying to get it to work via the CPAN scripts.

./usr/lib/perl5/Bundle/LWP.pm           interpreters/libwww-perl

so for Debian you would "apt-get install libwww-perl"
