The gnome equivalent of kppp is rp3 (although AFAIK, this is redhat
specific). This is a taskbar applet with a (extremely flaky IMHO) dialer
attached.

As for the command line, techniques vary. Redhat has `if-up ppp0'. Debian
has pon/poff.
