Yes, you should have no problems doing that.

Don't copy the passwd and shadow files verbatim though, because they
do differ between redhat and debian.. Instead, just cut & paste those
lines from the file that you need - ie the accounts you have added.

Also you probably want to copy /var/spool/mail across, unless you have
instructed everybody to check their email one last time before shutting
down the mail server.
