VMWare provides a virtual machine, on top of which you can run just about
any i386 O/S - so it doesn't "require" windows per se, but if you want to
run Windows programs, you will need Windows.

I used VMWare for a while to test LinuxRouterFloppy installations.  Saves
on rebooting, or a second machine.
