Sorry forgot to mention, did you run these as root? Else they're results
aren't all that reliable. Which distro are you using?

I'm assuming this error occurs when you are starting up bind? Yes?

It needs to be root to claim port 53 - are you starting it as root? In
some or most distro's after it's been started it drops its account for its
child processes down to a far less privileged uid, but it needs at least
root to start with.
