When DNS fails... well... most ervery DNS server should know the IP
addresses for the 'ROOT' DNS servers. Thats the 'standard' root DNS
servers. Effectively as a last resort your local DNS server should be
able to find one of these by hard coded IP address (bind refers to this as
a 'hints' file).
Interesting topic on /. the other day of having alternate ROOT name
servers and offering 'unsanctioned' domain names. Basically faking up
DNS namespace by offering a completely alternate DNS. IIRC, they were
even offering a plug-in for browsers to use to consulte these
alternate DNS servers for the 'alternate web' space.
