FWIW...

Functional Software's Sentinel3G may have something to offer.  Alan Main 
gave a talk last night at the SAGE-WA meeting but there was little time 
left for a demo.  So not sure if Sentinel does traffic monitoring or not 
and I haven't had time to download it and see.

Alan / Functional Software seem keen for the Linux version to be used & 
feedback given so if you're interested visit

the link for download.  The screenshots do include "connectivity" and 
"network" monitor icons.  Quoting from the sentinel3G page...
