date  [MMDDhhmm[[CC]YY][.ss]]
ie to set it to:
Fri,  9 Nov 2001 16:39:52 +0800

date 110916392001.52

Then use hwclaock to setup the BIOS clock to the same time.

You really should look at ntp or other time/date syncronisers.
