[plug] kmail and the gigasecond bug

You'd want to add another > to the second echo command. i'm guessing its
jsut a typo but it'd make a difference when procmail screws the pooch.
so it'd be
echo ':0 c' > ~/.procmail
echo 'backup' >> ~/.promail
