That's DoV (Data over Voice) and requires an OnRamp Home Highway service 
from Telstra (all other ISDN services are timed, thanks Telstra, did you 
enjoy your profits in the last FY?).

NetJet cards will do DoV (http://www.traverse.com.au/).
