Its not that easy. Many mail programs forward messages as MIME 
attachments. This is IMHO very useful (ever used mutt - wow I wish 
everything handled attached messages like that app does)  but does 
complicate blocking etc on lists. Maybe it wouldn't be much of a loss to 
drop messages forwarded verbatim anyway, it doesn't happen all that often.

Another issue is PGP signatures, which would be stripped if they were 
done as detached sigs in attached files rather than in-line. Both ways 
are correct and various apps use various methods, so that could cause 
some complaints.
