It has been a long time since I played with it, but TWIG certainly does
that, from the tucows blurb:

"TWIG is a Web-based information client, written with PHP3, that uses no
frames or JavaScript.

The program is sort of a Web-based Outlook, and it currently features
IMAP Mail, a calendar and options for creating to-do lists, as well as
bookmark features."

I need a solution such as you seek too - say maybe I should practice what
I preach :)  Integration with OE etc doesn't go beyond LDAP directories,
so the majority would be web-based.

The solution I need really needs to handle things like MS LookOut (tm) as it
involves a lot of laptops.  Using TWIG, once disconnected from the network 
everyone will be running around wondering where to be because they can't
access their calendar.

Nothing wrong with a pen and some paper I say :)
