[plug] apt-rpm

Yeah my 7.3 server is running apt-rpm fine.  I assume it because it's
running rpm-4.0.4-7x.18 vs 7.2 which is running rpm-4.0.3-1.03.  Tried
to do an upgrade to the same or better and that's not going too well. 
Will give it another go later today.
