Does mozilla or any other browser work? Lets eliminate one thing at a time.

If they do, try this;-
One (brutal) trick is to kill any zombie processes with
ps ax | grep netscape
then for each process number whack in kill -9 (processnumber)

BUT theres a catch. From memory (aint used netscape in ages), netscape
keeps a 'lock' file to stop more than one being called from shell/launcher.
If you get a message complaining about it on starting netscape up again, it
should mention a filename with some sort of lock-like filename. Now KILL
that file
Try starting again....

If no browser works, you need to check network settings.

Cheers,
Shayne.
