I found this happen with one of our telstra dial ups recently and found that
if i reset the modem to its factory settings it improved matters. (no idea
why). I think the init string was AT&F0 (im guesing though)
Also after a client upgraded their dial in system i found that i could only
connect reliably at 28kbs so by enforcing a maximum on the speed i got a
reliable connection. (This was through Windows so no idea of how to do this
in linux, but i assume its an init string like the above)
Or could it be some time out setting on IInet's side or even your own? (silly
question but....)
