That might not be true. Do netstat -uanp and look for processes listening on 
port 53. If there are none, have a look in /var/log/messages to see what 
named whinged about. To run BIND, you will need at least a /etc/named.conf 
file to define a caching DNS zone, and a directory to store zonefiles in 
(usually /var/named on Linux).

What version of BIND are you using?
