This was the problem -- I'll take your advice onboard and RTFM next time --
I just knew one of you leet geeks in this forum would know the answer a lot
faster -- after all this is what this forum seems to be for.  Someone
correct me if I am wrong.

The format of the cache_dir option changed with version 2.3. It now
takes a type argument. All you need to do is insert ufs in the line,
like this:

cache_dir ufs /var/squid/cache ...
