I think you'll find people who are doing this on a large scale are
rolling their own, doing something like:

HTML -> XHTML using tidy: http://tidy.sourceforge.net/
XHTML -> RTF using XLST and/or XSL-FO

Searching on xhtml convert rtf found these, none of which I've tried:
