A static ip and a permanent connection are a good start. I started off with 
an ISDN line, but that was really costly..
so now that you can get an ADSL line, that is permanent that is the way to 
go (for small web sites).
If you don't want a static address, you could use a dynamic address with a 
dynamic dns provider (check the archives for examples)..
