Maybe it is a "Zen" thing

The DEP has just launched the W.A. air quality site which was developed 
using Zope under Linux. In my limited experience Zope is not readily 
compared with PHP or Perl as it is amongst other things a very powerful 
web application publishing system and not a scripting language. Indeed 
Perl is one of the languages that you can use for scripting zope 
applications. I agree that DTML would not be my choice for scripting 
but within the Zope scheme of things Python and Perl would be used for 
anything that required more than very simple logic.

I think Zope is well worth a look at but it does have a pretty steep 
learning curve - I seem to have spent a lot of time trying to wrap my 
brain around some Zope concepts but feel that the effort was worthwhile.
