As it so happens, I received an email today from an organisation (USA)
seeking Open Source resources and expertise, and the difficulties that they
are finding are that bidders:

I think they are looking for a content management system. I must admit I
only glanced at their RFP but they do say in the document that they are
interested in using Open Source.
On reading this email, I thought how could I gather WA people together to
collaborate on Open Source tenders ?
I also recieved an email today along the lines that the Education
Department has renewed it's licensing arrangements with Algar Burns and
they [schools ?] will receive a "black folder" shortly.
