I have a three machine network with a win2000 as my ics gateway and two
others running linux. The linux boxes are set to 192.168.0.1, 192.168.0.2,
and the win2000 is 192.168.0.3
I run ics on the win2000.
If what you say is true, why would I not see ip conflict message, about two
machines on 192.168.0.1, everytime ics gets turned on? I don't get them
now.

98 and XP and prolly 2000 with ICS (internet connection sharing) are
*strange* beasts. If you have an nic with an address, say 192.168.200.1,
and want to use it as a gateway for sharing, and you turn ics on, it will
become 192.168.0.1. doze will then start broadcasting dhcp with 192.168.0.1
as the gw and nat the traffic. Now for the fun part. Turn off ics, and the
nic reverts to previous ip, in this case 192.168.200.1. Fun for all the
family.
