[plug] Inherit directory permissions?

Is there a way that I can force files created in a directory to inherit 
permissions from the directory?

For instance, if I create a directory stuff and give it permissions 
0770, is there a way that I can have all files in it with permissions 
0770?  And is there a way that I can make the files instead have 
permissions 0660 (lose the execute bit.)
