If I remember correctly it is a process running on minimum priority that 
makes CPU "IDLE" instruction calls to activate improved power savings on 
some CPUs. I'm pretty sure its a compile option in the APM section of 
the kernel config.

k in this case will stand for kernel, not KDE :-) as per kswapd , 
kreiserfsd, ksoftirqd_CPU0, keventd, etc.

Gkrellm lets you hide or otherwise control the display of "nice" (low 
priority) CPU usage in its display. Don't know about other tools.
