Do (using ls -l) /dev/scsi/host0/bus0/target0/lun0/cd and /dev/cdroms/cdrom0 
have the same magic numbers? If so, the problem doesn't lie there.

Check your file /etc/urpmi/urpmi.cfg; mine says:

If the worst comes to the worst, you can install packages by hand.
