Not _strictly_ true. If the bloody hardware manufacturer won't release 
any documentation, or will only release it under an NDA so restrictive 
that it prevents release of the source of any driver developed from the 
docs, then its possible the bug won't be fixed because nobody knows WTF 
is going wrong. Reverse engineering etc isn't always good enough.

There's also the occasional "yeah, its open source - but nobody with the 
knowlege to fix this problem cares about it enough to do so" problem.
