7.1 is rubbish (IMO) go with 7.3 if he likes redhat.
It supports a fair wack of USB modems as it is aimed at the desktop. 7.1 was aimed -unsuccessfully- at the server market

To 7.3 would probably help. (-:
Mandrake and SuSE are both fairly happy about a surprising range of USB stuff.
If you can wait until Monday, Mandrake 9.0 Download Edition will be out.
