[plug] re: ftp access

Having a problem logging into our ftp server.  Went through all the setups and still cannot find why I keep getting access denied:

Apr 13 22:16:41 gateway ftpd[10787]: ACCESS DENIED (deny command) TO 192.168.5.13 [192.168.5.13]
Apr 13 22:16:41 gateway ftpd[10787]: FTP LOGIN REFUSED (access denied) FROM 192.168.5.13 [192.168.5.13], jlmiller

>From C:\ftp>
Connected to 192.168.1.3.
220 FTP server ready.
User (192.168.1.3:(none)): jlmiller
331 Password required for jlmiller.
Password:
530 Login incorrect.

System:
RHL7.2
wu-ftpd-2.6.1-20
anonftp-4.0-9

/etc/ftpuser
does not contain jlmiller

/etc/ftpaccess
has the uid for jlmiller
allow-uid %500

/etc/hosts.allow
has the following:
ALL:192.168.5.0/24 : ALLOW
in.ftpd:192.168.5.0/24 : ALLOW


Can anyone shine some light on this?
