I think 'frontpage express' is free.

Anyway, I have been, errrrr  ... 'evaluating' Dreamweaver MX for a couple of days
now, and it seems the bomb.  It has literally been years since I used anything but
a markup editor for this sort of thing, and in those days they wrote horrible
code.

If you take the time to set it up properly, and edit the bizarre xml templates,
then you can get quite good quality xhtml out of it.  It likes to position
everything absolutely, which I personally hate, but apart from that it is very
good.  I still like to hand edit my css files tho.
