[plug] blocked site

Today while trying to send an e-mail to a friend I noticed this in my
log file.  Does this mean that his site isn't accepting mail from us, or
that we are the ones in err.  Would this be due to a mass mailing that
the client on this VPN sent (~3000 e-mails, their client list). If this
is the situation, how do I get them off the bl.spamcop list? Or do I
need to wait out the time period?
