That sounds dodgy to me. The debian package for Cups is called "cupsys"
not "cups" and Debian packages normally have filenames of the form
name_version_arch.deb, i.e. something like cupsys_1.1.6-1_i386.deb.
If you are running Debian stable (woody) you can get 1.1.14 (newer than
1.1.6) by installing the packages cupsys and the packages it Recommends
and Suggests; likewise there's version 1.1.19 in unstable.
aptitude --with-recommends --with-suggests install cupsys
